The Mayor shall be the Chief Executive of the City and shall:

  • Enforce the City Charter and ordinances and all applicable general laws
  • Supervise all departments subject to such written delegation as he/she shall make to the Business Administrator
  • Require each Department to make an annual and such other report of its work as he/she may deem desirable
  • Appoint the Business Administrator and all other Department Heads, with the advice and consent of the Council
  • Appoint the members of board and commissions when so authorized by ordinance or general law and any other officers or employees whose manner of appointment is not otherwise specified in a Charter or ordinance
  • Submit an annual municipal operating budget to the Council
  • Make such recommendations for Council action as he/she may deem to be in the public interest
  • Report annually to the Council and the public on the work of the previous year and the condition and requirements of the city government for the current year

  • Approve all Council ordinances; allow them to take effect with his approval or exercise his/her veto
  • Attend all meetings and conferences of the Council and take part in discussions with vote

  • Cast the deciding vote in case of a tie on the question of filling a vacancy in the Council
